That's a good idea, being able to recite the spell over and over to empower it until it becomes truly busted gives enough room for counterplay.

Yes, most aquamancers do.
It makes their support spells AoE which is incredible for support AQs and getting it to level 3 does global damage every time and makes it last quite a long time, as well as buffing their water attack. 

This is really good for offensive AQs since it makes an enemy approach you.
