I have not seen a protective paper charm drop yet, nor has anyone I've spoken to, is there with certainty that the item is dropping correctly? Could there be a material error as its implied to drop in paper? (Or I could be completely wrong and it drops in metal)

Arena combatants can randomly roll it as an item they have.

This might have been the source of those chest errors, the material type was set incorrectly.
