I'm pretty sure this is a balance issue, not a bug. You spend 3 momentum to move regardless, the hooves just refund 3 after the fact. You can't use Thunderhooves at 2 momentum, so it qualifies just fine by the enchant's required criteria.

From what I can see looking at all of the classes, the following are affected:
  • Lance De Lion
  • Reaper Scythe
  • Wazabane Combo Effect
With these potentially being affected if new dual weapons are added, or a variant of Eviter/Stalemate:
  • Light Tomahawk
  • Libegrande with Kraken

I suggest a floating bubble command like 'Sing', 'dotdotdot', 'exclaim', 'question', and 'zawa' that has Zzz... roll by instead. The legendary 'sleep'.
