When you finally inflict Blind with Camera Flash, you don't inflict in the enemy, but at yourself.
Small Update: It's the range. Camera Flash has a weird range which targets you and the enemy at melee range. Can it be changed to an AoE like Styx Shout?

i'd thought so too, but it didn't proc the damage or anything when i purposefully included myself in the radius vs an arena combatant

It blinds yourself when you trigger the 'Tomitake Flash!', instead of the enemy. They take damage, you take the Blindness L.
And I agree with Raigen on that.

Yeah, I'm just saying I dont' think you're targetting yourself with the skill. I think the blindness just has the wrong target.
I think it'd be good as a cone, too.
